Place Electrolyzers next to MFE/MFSU and then place Water Cells into their left slot. The Electrolyzer will, if the MFE is at least 70% full, sap energy to process the water cells into Electrolyzed H/O Cells.
If the MFE's energy drops below 30%, the Electrolyzer will revert the process and provide energy again.
Consider it an "storage-expansion".
