[1.70] Upgrade from 1.64 deletes Chunk containing Reactor

Hi everyone,

Title says pretty much everything concerning this bug. The upgrade to 1.70 deletes the chunk containing my nuclear reactor and in the process regenerates the chunk.
Removing the reactor before the upgrade prevents the chunk from being pruned.
