ic2 runs good with just bulidcraft but it keep saying redpower has a same block id please tell me why.

That is because they use the same block ID and you need to change one of them. To do this, open the .minecraft/config/ic2.cfg or .minecraft/redpower/redpower.cfg and change the conflicting ID's.

have you tried opening the redpower config and setting autoassign to 1?
It's near the end before the ores.

I had the exact same problem, but I fixed it by going to:
.minecraft > redpower, deleted the redpower CFG type file, rebooted minecraft, and forge gave the redpower items new IDs.
