Someone knows if already exists a date to the new version of IC2 beta come out or the official release?

Somebody know if cooling cell was replaced by other type of cell or if it was removed?
I can't produce cooling cell and I need some for the Integrated heat disperser.

Anyone know why windmill don´t work?
I placed windmill at the correct altitude and that simply seems to don´t recognize the wind...
