I had the same issue and re-downloaded IC 2 from this link (http://wiki.industrial-craft.n…alcraft-2-client_1.15.jar) on the wiki. And it works just fine 
At least it loads everything (with Timber and TMI). I downloaded it 30 minutes ago.
