I have Minecraft 1.4.6 and I'm using IC2 v1.112 and I'm wondering if outside cooling still works? I cover my reactor with water but it doesn't cool down... I'm confused

Which version is compatible with minecraft 1.4.5, IC 1.109 and buildcraft 3.2.0?
Is there somewhere any guide how to install this mod? Do I just copy paste everything in the mods folder? It didn't work for me... Thanks for your help!
