I just managed to get mine to work. I installed MCForge and downloaded the .jar file again just in case. I saw in the original post that you tried MCForge. If you still can't get yours to work, I'm sorry that I can't really help you anymore.

I'm also getting the same problem. If it matters, I'm trying to run it on a Mac.

I was able to run the Technic Pack on a 1.7.3 Minecraft, and the Industrial Craft features seemed to be working fine.
