This should be changed to tin wires and ULV:
-Tin wires can hold up to 8 eu (which also means ULV is up to 8 eu). So now windgens cant break them and its pure logic. 8 is ULV, 32 is LV, 128 is MV, 512 is HV and 2048 is EV (steps of 4x).
-ULV transformer same as LV transforner in function but with ultra low voltage. To prevent opness it can only send 4 packages of 8 eu each tick. It should also be quite expensive.
Is it possible to make it completely multithreaded? I mean chunk loading is already multithreaded in optifine or is that just impossible no matter what 'smart' programing you use in java?

Still it wont be something many ppl will use. It will still cost quite some tin. I think most ppl will simply use charcoal or lava cells until they can get nuclear power up and in the end they will have a huge solar or windgen farm.
From what i know optifine has some multicore support. But i think its only to load chunks.
Redpower has only 1 pipe for everything (pneumatic pipes). Filters and transposers can be used to pick items up (for instance from a chest or from the ground) and put them in pipes. Just mess around a bit with the pneumatic pipes and all the machines. Thats the best way to learn.
1 more thing to note the redpower pipe system is smart and it tries to prevent overflow. However sometimes you want overflow thats why ppl also use buildcraft pipes.
The latest redpower 2 release has all the logic gates and machines in creative mode. This makes testing on your test world alot faster (no need to craft them anymore). So be sure to update before you start testing that will save alot of time.
Its about the package size not the amount of packages.

The water bucket cools only 250 heat but it seems to have a huge effect here i think it thinks its a CASUC :). Anyway that uranium setup is not yet in the list so i tweaked your reactor a bit and removed the 1 eff uran cell that was just messing up the eff. Dunno if this is the best setup but its a improvement:

Through 2 uranium pairs seemed to be a upgrade to 1 pair uranium in terms of cost eff i havent seen a 3 uranium pair reactor that has better cost eff than a 2 uranium pair reactor. I think its impossible to do that.

Your argument literary got crushed since it takes many times more resources to make a solar farm than a windgen farm i even showed you the numbers. You needed like 50 windgens to match the output of 250 solars that and 1 solar is more expensive than 1 windgen. The diference in time to place 50 windgens and 250 solars is nothing compared to the time it takes to get all the resources for a solar farm.
I do listen to arguments but only if they are serious arguments not troll arguments.
Rick... You still forget about TIME. It takes more TIME to set up wind farms. I don't care if it's 1/3rd the price of solar power. The time spent is time lost looking for more resources.
And if solar farms took up 100 times more space (each panel needing 10x10 tiles of space) then people would be spending A LOT more time building them. And the space they would take up would be 25 times larger. To make a farm that would produce 100 EU/t would mean you would consume 200x200 tiles of space instead of just 10x10 tiles.
Yeah, if a solar panel cost 9 diamond i would think they are quite expensive and building 100 of them (that's 100 diamond blocks dammit) would be pretty much impossible considering how many diamonds you would have to find.
