Could it be I'm running the wrong version of forge?

Okay this is weird according to my launcher I'm running MC version 1.6.4

The Version says v1.111 for Minecraft 1.4.5

Alright I'll try to keep this clear cut.

I've been trying to get IC installed today. I already have the latest version of Forge installed and I've dropped the IC Jar into the mod folder but it keeps crashing each time I try to load it. I tried to get the version of forge that was recommended for IC but when I go to download it it gives me a Zip folder instead of an installer or Jar file. If anyone can give me some pointers or information on what to do I would greatly appreciate it.
