If we go by the idea of a windmap based on biomes and terrain around, a current map on oceans would be plausible indeed.

River and ocean water-biome detection would be separate. Of course an ocean has a fuckton more of water.

You would be limited by the amount of river biome blocks around. You can't trick it. You can only find larger rivers.
Depth would be limited to the height of the sea/river level and the natural ground floor {no artificial deep rivers} If anything, just check for water + biome and not depth. -
What about making the river powered mill check for river biome (and if it has water n depth) around (like up to a 64 block square radius) then sum up to calculate the output. Rain would affect it similarly to how it does to wind.

That would be a must to get decent drops.

I like the idea of a plant that gives raw energy when harvested. The xp one is not that bad either, but it should grow utter slow if not fertilized and hydrated.

Slow? sure. It will take 34 seconds indeed. LV machine.
The difference is automation. Its recommended if you don't need it immediately or dont have much energy to spare for such task. -
After you have machines to do so its pointless to keep a manual process that is a cauldron.
