Depending on your generation system, and your knowledge about wiring, you can use the setup fits best your lazyness :D.

So, instead you would have to make small energy generation facilities to keep them powered, instead of a very big one?
1x1 uses 10 EU/t, 3x3 uses 8 + 12* 8 EU/t , 5x5 uses 8 + 12*8 + 16*16 ... thats your formula ?
I would rather use 1x1 uses 8 EU/t, 3x3 uses 9*12 EU/t , 5x5 uses 16*25 EU/t. [Increases EU cost exponentially, nearly the same way your does, but increases a bit more]

But if player is offline (SMP), how it would calculate distance? (infinite?)
Another way : The more tech blocks inside the loaded region , the more energy it costs to maintain it loaded.
Formula would be : 0,25 EU/t per generator (0,1 if water) + 1 EU/t per machine
For example, 2 Generators (of any kind, except water) + 5 machines = 2(0,25) + 5 (1) EU/t = 6 EU/tOr, loaders would reduce efficiency of ALL machines inside loaded region by 50/75% (Generators included) , if its not loaded by any player nearby.

Couple notes before I forget:
- Probably want to disable /weather, since usually people are fighting over it depending whether they use solar or wind, or just if they like/dislike rain.(already disabled)
- Probably want to disable World Anchors since most people do not understand all the consequences of using them (like the combination with RP pumps huge range past the loaded chunks = terrible for lava lakes and oceans) and the others are abusing them. They are perfect for RailCraft with the slow Ovens or with the Tunnel Bore but they make too many other mods OP, like anyone with a terrible EU production design just has to log after a week and swim in UU-Mat. At least limit to 1 Anchor per region max (and none in the Nether). (Nothing to say about it) [Just because i have a design which makes on average 1.5K EU/t

- Definitely want to protect mod chests if possible. I am perfectly happy with IC2 Personal Chests but people like to use Ironchests and do not know how to seal their base properly, so yeah lots of robbery drama. I guess it goes for protecting as many mod blocks as possible... (LWC plugin does that if configured, i was asking for that long time)
- Define some rules for RP quarry mining. Entire areas of the map are now looking like chunk errors as far as you can see and this is retarded. Until RedPower gets more reasonable with balanced power management and not magic block breakers which only require redstone signal and motors which can move huge frames just like 1 block, then yeah. (Already fell into one, tought it was a chunk error
, A way to solve map land getting ruined is making a "mining world" or disable quarries like that)
- Enable PvP globally so that we can defend against intruders. People can still decide to remove it on a per region basis. (Remove globally, activate inside regions, are fairly nice to me) [Or if you are crazy enough, you can set up some tesla coils and fry your enemy.]
EDIT:- Have the management script restart the server every couple of hours (like maybe twice a day should be enough) to clear the memory since something seems to be leaking and eventually brings the server to a crawl and crash. (Done by Xela)

I would like if chunkloader is configurable by a GUI and you select the chunk area you want to load. (1x1, 3x3 , 5x5 ...) and the more chunks you load more it consumes [like 10 EU/t per chunk loaded].

Okay, items and carts (but with no momentum preserved, use a booster track or something) now go through teleporters. Also fixed the pig bug - better explaining, I had to fix it to let minecarts teleport at the right cost.
Yay, now we can remotely supply outposts with anything we want. (chest cart or MFSU cart [Railcraft]) + Item/Energy unloader).
Btw, does MFSU cart from railcraft, preserve its energy inside? . [Or does it even teleport?] -

Some other mods already use the ctrl key. I dont know about what mods other people use but my minecraft has ctrl for both zoom (could be added by optifine?) and "boost"(no idea). I dont see any reason to crowd the ctrl key even more.
And you can change keys for both "boost" and optifine's zoom in the Controls.

Nevertheless, increasing fuel/energy storage is good for its expensiveness and i dont like to refill my jetpacks too fast.

I see little to no point in making a new item with 25-times the flight time of the normal (electric) jetpack, as you can fly a nice five minutes with it without a recharge. The new modes you suggested seem awesome though, so maybe it is worth implementing as long as the horizontal mode is slower than quantum legs, as 50 minutes midair in "quantum speed" seems to make the leggings rather useless as the jetpack is a lot cheaper and also allows you to fly(duh, jetpack...who would have guessed). A more reasonable flight time for the adv. electric jetpack with the modes would be max 15 minutes so that uses way more energy than the legs.
Normal jetpack flight time is about 1 minute. Electric 1 and 30 s.
So adv one would last for 25 min (fuel) and 37 and 30s (electric) with no modes. Using modes would decrease this time. -
+1 for this 4 modes, but I think the Advanced Jetpack you suggest is too expensive to be used.
Not in my opinion, as they hold as much energy as the Qsuit parts does. Also they are multi-use jetpacks. Which is great for building, elevator, speed travel with no obstacles in your way, etc. If Safe-mode could be toggled together with any other mod together, would be even more usefull.

Well thought out, excellent idea. Only problem I see is with the safe landing mode. I try that with my normal one, and it doesn't work. Maybe applying invincibility on ground hit? Like, Resistance IV? Other than that, this idea looks great.
Thats a bug that has been fixed for next patch. [Fall damage accumulates, and even if you slow down you take all damage].

I thought teleporters already teleported all entities that you threw into it?
It teleports living entities , but not items and minecarts/boats.
Also if we could teleport a block, we could teleport "energy" [MFSU or other thing] Supplying an outpost with energy easily. -
Tired of your jetpack lasting too few time? That it can't work the way you want?The Advanced Jetpack is an upgrade of the jetpack, which upgrades its storage (either fuel or energy) and adds new modes to it.
Fuel\Energy Storage is increased 25 times.
Due new Advanced jetpack fuel storage being bigger, scientists created a new fuel made from UUM + other products. [Go to recipe]
2 Super Fuel + Canning machine + Advanced Jetpack (Fuel) = Full Advanced Jetpack.
Edit: Also jetpack height limit should be increased by 15 to both jetpacks. [Make normal jetpack reach highest placeable block, and increase a bit electric jetpack height limit.]Advanced Electric Jetpack can only be charged inside a MFSU. [Same speed as Qsuit is.]
New Modes
Creative flight : While in this mode it sustains your actual height. This mode consumes 1.5x Energy/Fuel than normal. [Press Space to go up, Shift [Sneak] to go down]
Rocket mode: Quadruples vertical flight speed, but consumes 5 times Energy/Fuel. [This is like an elevator jetpack]
Horizontal mode: Press Ctrl while in air to give a decent boost in horizontal. [Like using Quantum Legs speed while in air]. This mode consumes 2.5x Energy/Fuel than normal.
Safe Landing mode: This mode Makes jetpack sets off a small/big burst when landing, depending on fall speed, effectively nullifying fall damage. Energy/Fuel usage is 1.2x than normal.Recipes
