I really would like to set up a town like so. Also forbid any heavy working factory on it.
(Mostly resource generation factories like crop processing, bees, magic creation of stuff out of nowhere and such stuff that runs 24/7)
If you read http://ftb.gamepedia.com/GregTech/Electricity carefully, you will notice that EU is EU regardless of the transmission system. You can convert them back and forth between IC2 and GT5

Btw, I want to see UB + RWG and GT. PFAA while cool, have shown to be problematic (and resource intensive).

Within a regular reactor the EU output increases as the reactor is hotter. Run at 85% heat for ~4.25x EU output than a regular cell
Within the fluid reactor the HEAT output increases as the reactor is hotter. Guess where that ends if you don't have failsafes (nuclear control) or coolant cells.
I personally don't see much reason to be so complex on this subject. The effort x feature ratio is just not worth it.
Hu/t is predicted by the sum of heat your vents dissipate.
You might want to use MOX fuel too, for extra power in the reactor.
It generates more heat in a fluid reactor, so beware. Also more heat the hotter the reactor, so beware².
Mechanics did change. Now all cells give depleted cells when they run out of fuel. You can thermal centrifuge those for some of the resources back, with addition of plutonium (used for RTGs and MOX fuel).
That still happens on the latest version of ic2

Also please note that the cube is hollow (it has empty spaces 20 blocks i think?) , with the reactor inside it.
Make sure the ports/hatches are not in the borders of the 5x5 cube?
Something is wrong with your installation because NEI works just fine for pretty much everyone else.
downgrade your GT to 5.07.06 and try installing NEI again.
It is not that simple. So, no. It would not work.
It will allow it to buffer energy, but you need to increase the energy flow regardless. Especially if you are using overclockers.
Three. MFSU is EV.
If you're using IC² experimental (latest for 1.7.10) you can safely ignore voltage (the energy network is WIP). If it still ticks with your mind, just slap in transformer upgrades on ALL your machines so it matches the MFSUs.
The batbox is limiting the power flow likely. Use a bigger storage (MFSU) for that much generators.
