Build it straight under your house, or your neighbours, or the church. If you're going for a safe design, there's no reason to place it so far away, reinforced stone is your friend, 3 layers should do thet trick if you want to be cautious.

Perhaps you should indicate that one can choose multiple answers at some of the questions.

Seems near-depleted uranium cells can be made very easily, I'm guessing something would need to be changed if so.

It increased the speed of processing machines, not increase their yield.
Put 64 overclockers in a macerator and macerate 1 iron ore, you'll still only get 2 iron dusts, just a lot quicker.
