well that explains it. will the kinetic wind generator work with compact windmills?

hi, i have my own server running a custom modpack and the windmill recipe will not show up in nei nor is it craftable. this is true whether i am in creative mode or not but in creative mode i can spawn it in.
i am running minecraft version 1.7.10 with ic2 experimental 2.2.654 and compact windmills 1.7.2-1.0.3.1.
