Ehm i just tracked it down to a conflict with Ropes+ mod (http://www.minecraftforum.net/…ed-cheaters-not-to-crash/)
When i remove the mod, the blocks looks fine.. Weird!

Fixed it by forcing Forge to load Nuclear Control after Ropes+

I do normaly, with optifine. But even with a clean jar only with forge 4.1.2.265 included without texture pack it's stil transparent, i can see the text though.

My panel blocks and remote nuclear control block are transparent. What can be the issue?

Just land in water, you only need 1x1x1 block of water to avoid fall damage.
