I like the concept but I prefer "invisible" forcefields, like in SciFi movies (a big colored dome without any material to design it).
Maybe we could use "markers" like in BuildCraft instead of your fences/cables blocks ? -
Automated farming already exist (it's a mod, google it ), so you could send a PM to the creator of this mod to see if we can make an automated rubber tree farmer (I don't know if this mod use the forge API ...)

Light sensor is a good idea and redstone emitter also (I think i don't have to be a luminator, it could just be a EU-sensor that emit redstone after reaching a limit that the player put in the UI)
About your luminator with 15 levels of lights : I think we couldn't see the difference beetwen two levels (like 1 - 2 ; 3 - 4 ...) but just high difference (like 1 -10 ; 5 -15) due to the max light power and our (in)capacity to really detect difference beetwen 15 levels of lights. So it could be useless

You thread is interresting but ... i don't think this is a "tutoral". So it could be moved to another location in this IC² forum.
But if you explain how to obtain this amount of energy / supply, i'll be much a tutorial -

First of all, i've search a little to find if my question has such answers but, apprently no. So I post here now
My question is : Does the copper ore is fairly distributed for layer 10 to 60 ? I mean, is this wanted ?
Because it seems (but I could make a mistake) that we easily find copper around layer 60 but very rarely around layer 15 ... maybe it's due to the vanilla ore distribution : copper, iron and coal are the only ores in layer 60 (so copper will be easily found) but copper has to find a place beetwen diamond, redstone, tin, iron, coal, uranium and lapis in layer 15.PS: Sorry for my pretty bad english, hope you'll anderstand

And what about making real time calculating for cooling ? Like you does for outward cooling and EU/t. It could be in another box with the production of all the Uranium cell (with the incresed pulses due to uranium neighborhood) and with the cooling result of all the coolant elements (an inward cooling) and maybe a total result with the difference beetwen heat production and all the coolant values. -
What about the "lifebars" of your coolant elements ? Are they all green ?

No because the coolant cells on the left and the right of the HD will be disconnected if we swap the HD with the overheated cooling cell

I've tested your design and after an hour of play ...
See the screenshot below :The coolant cell in the middle can't handle with the 4H/t of the Uranium cell below and the Heat dispenser above doesn't seems to cool it enough (I think it's because it receive 4H/t from above and has only 2H/t left to redistribute). So on the calculus the difference is equal to zéro but in fact some of your components can't handle with the heat distribution
