I don't think the Fermenter recipes are shown in NEI. They exist however.
Try using the IC2 wiki for fermenter recipes. -
I don't think beheading enchant is a vanilla thing, but the idea of having beheading on the Nano Saber sounds cool.

The wind of the turbine is determined by the mcw you can see in the windmeter and the amount of air blocks near it.
The final value needs to be inthe interval shown in the rotor tooltip. -
Making the diamond drill place a torch only if the offhand is empty would be ok, I guess...

Your log doesn't show anything IC2 related going wrong. Try updating your IC2 version though.

Can you give us a full version number and a full log (fml-client-latest.log)?

If you open your inventory, does it say, that you have blindness?
If not, can you send us a log file? -
That feature was removed, because now, you can place a torch in your off-hand and it'll be placed, when you right-click.

You could inject your name to the language registry instead of adding it to the itemstack via minetweaker. That would resolve the problem with the blank tooltip still being there. Look at the IC2 language file to see, how it needs to be named.

In oceans, they work as tidal generators, which means, the amount of energy produced is also dependant on the current moon position (= time of the day in minecraft).

You can also use the ic2 command to get the item name and variant. ( How this works exactly is documented in the javadoc of the IC2Items class.
In general: the IC2API is very well documented. Reading the comments on the methods may help you for future questions. -
You could probably use BC gates to detect scrap then.

I just made all IC2 machines with inventory support the comparator.

If they don't support registry names, then we can't help you.

As Speiger already said: Please update your IC2 version. If the bug still persists after doing so, please let me know.
