[v 1.11] Teleporter not using energy (and connection between teleporters are apparently permanent)

SMP world, or SSP world ? Not sure if its relevant now that we have the smp change.. If it even matters at all of course!

the energy usage is most likely fixed, the linking needs more evaluation concept-wise.
