CompactWindmills is not updated to IC2 Experimental. You're using the non-experimental version of CW with IC2.
There is no CompactWindmills version officially available for Minecraft 1.7.10. (only a horribly broken one, that noone should use).Just remove CompactWindmills from your mods folder and it will work again.

On a server, you just do /fml confirm
on a client, you press the confirm button on world-load. -

Well, you log stops exactly at where it says "Run the command /fml confirm or or /fml cancel to proceed.", so you didn't do that correctly.
