So yeah, I've found this design but IDK how to actually make it produce that amount of power it says it does, is there something I'm missing?

Mine is making only 215 EU/t

From the looks of it, this design uses mox fuel cells, not uranium fuel cells. Mox produces more energy, the hotter the reactor is, so you need to get the reactor to a high heat level for it to produce as much power as it can. Keep in mind, that getting the reactor too hot might have some unwanted side effects.
