May FTB be allowed to use Industrial Craft in our non-Curseforge modpacks?

This should probably be a private message, but I cannot figure out how to get those working, sorry. (Unless those did send, in which case, sorry again!)

This is specifically aimed at Player, as the mod owner.

I'm working on a new FTB modpack, FTB University. It will aim to teach complex mods, and I want to include Industrial Craft.
However, since FTB is leaving CurseForge, we have to depend on the mod's license to allow us to use it. Industrial Craft's license is All Rights Reserved, which means we don't have automatic permission to use it.

So instead, I'm asking here. May FTB have permission to use Industrial Craft in our non-Curseforge modpacks?
