Wiki said bronze can use to create rail but i can't craft it, maybe that's for IC1 not IC2?

You're using an out of date version.

so i need to upgrade to 1.23 then?question, does 1.23 still able to SMP? since i already run 1.15 SMP with friends.

Yes.Each version from here on out will be SMP compatible unless otherwise noted.
You will need to make sure you have the correct versions of the Prereq mods (Paying close attention to Forge 1.1.2), and start with a Fresh install.
