I've gotten a very weird error report which my common sense cannot identify as a known one in my brain library.

Did you upgrade to the 2.x branch of Forge?

I didn't find a 2.x branch for 1.2.3, sadly. Looked through the downloads section on the buildcraft forums. Give me a moment to check again. Thanks for the reply

Hold on, you're trying to use the IC2 version for 1.2.3. Try this version:

Hooray, Huzzah and etcetera. This problem is now fixed.

HOWEVER, I'm running into another one. I assume this has to do with IDs? I installed Robinton's 4096 Id's mod because it is needed for IDResolver, and Minecraft still does not operate in 4096 IDs

Forestry is incompatible with Robinton's 4096 ID fix unfortunately. I don't know if SirSengir wants to fix it or not.
