Perhaps this is intended, perhaps this is a fault of mine, but when looking up the recipe for a Quarry from BC it shows a mining drill included in the recipe.
THEN, when trying to craft a mining drill I noticed the recipe calls for steel (which is from Railcraft, correct?).
Is this the collaboration of mod authors that is allowing other mod resources to craft items, or did I mess something up?

I have been using a certain selection of mods for a long time, so when they update I rarely check change logs for details... I just download and install.

Just to clarify though, are the steel ingots used in the recipe from Railcraft?
Yes, it can be turned off in the config file
