Nuclear reactor outside cooling not working?

Hey
I have Minecraft 1.4.6 and I'm using IC2 v1.112 and I'm wondering if outside cooling still works? I cover my reactor with water but it doesn't cool down... I'm confused

outside cooling does not exist after nuclear was redone
