I think Player mumbled something in regard of increased operation cycles to make overclockers viable. Trivially this could be the reason, machine sounds were designed for the fixed operation length.

Wouldnt go beyond efficiency 0.8, for sure. IF i implement this that is, and i don't see a real reason to. Just get yourself a cheap MK I design.

It sure is problem with modloader/forge/optifine,which dig up all the game mechanics,it's impossible to external mod,like IC2 to cause such things

Probably you managed to create your reactor exactly next to a chunk border or something similar. Unless you want to move it, consider building a small self-resetting array (detector cable > invert > splitter cable). the splitter cable going on/off will have the same effect as replacing cables.
