The electric heat generator thing is pure math.
You use 40000 heat to produce 1000 mB of biofuel which produces 64000 heat.
With Stirling you get 64000 heat to 32000 EU. With electric heat gen you get 32000 heat from 32000 EU which is smaller than the 40000 heat required to produce a bucket of biofuel back.
You can of course use electricity to ferment, but that is only useful if you're not using to generate power to your base directly. Remote power and jetpacks for example.

Well, theres dozens and dozens of unused suggestions (also many on the archive).
Reading a few of them might bring you some idea that you may like.One thing I'd like to see is one of my own suggestions, nano biological augments, like deus-ex machina.
I also agree with chocohead's suggestion about the magnetizer. Maybe an advanced teleporter that does one-way traveling, a magnetizer that allows us to transport items, the possibilities are endless. -
I say anything is fine as long it is still fun for you. The only rules there are the ones you create.

You should use more than one heat exchangers, although I don't see how that is viable with IC2 only at the moment.

Or you can feed water using the bottom side of the boilers. That side does not output steam.

Growth: Makes the plant mature faster. Over 23 it will make the plant act like a weed, while being immune to weed itself.
Gain: Makes the plant yield more on harvest. There is no special condition for this one. The higher, the better.
Resistance: Makes the plant be more resistant to weeds and trampling. Also gives you a better chance of recovering a seed bag when left clicking a mature plant. Over ~20 (I dun remember the value) it will make the plant take longer to breed.All stats maxes on 31. Crops with higher stats (and tiers) require better environment conditions to grow, otherwise they may grow slower, not grow at all, or simply die (the crop will vanish).
Environment conditions are soil, biome, height, space, sunlight, fertilizer and hydration.
Better environment conditions also makes crops grow faster. -
Due that fancy generation of GT 5, you'll be pretty much forced to use MOX fuel instead of regular uranium.

You can just turn the reactor off if its core heat gets too high as a failsafe?

I'll agree with Greg. The vanilla nether is easy and peaceful. Unless you're dumb enough to hit a pigman or kiss some blazes.
Also, try playing some UHC and visit the nether, its a new experience that helps you understand how to not take damage at all in the nether.
