Same happens for water cells, but it doesnt duplicate anyway so it is fine in my opinion.

Use multiple parallell transformers.
Surely it works, but when making large amounts of energy transfer (lossless) it is a pain. Cities for example, which needs lots of energy and we can't waste one single EU on transmission

LOL. Guess what my Lightningrod is based upon. But you need four of them to extract all the EU.
Sad that HV transformers can't transform more than 2048EU (one EV packet), thats why i suggested Adjustable Storage/Transformer.
Sometimes you need to transfer more than 2048 EU in a cable with EV <-> HV <-> MV <-> LV transforming involved.

Refilling jetpacks in the canning machine needs the jetpack on bottom slot, and H. Coal cells/Biofuel cells at the top slot.
Tip: For best filling, place two H. coal cells on the top slot, then after place 4 gunpowder. Your jetpack will be fully filled.

So how about IC² detecting how many solar panels are adjacent to each other in the Energy Network, then outputting all solar panels energy on Nearest available cable in the following order : Tin , Copper, Gold , Iron , Glass fiber.
If there are more than 2048 solar panels, Solar Energynetwork will output as many EV packets it can.
For example if there are 3072 solar panels, Solar Energynetwork will output one EV packet on the first tick, then two on the second tick...
Like Transformers which absorbs ALL energy and output up to 4 packets of its lower output -
If this ever turns into reality, i will have fun doing Water mills engineering.

Even if glass fibers are expensive, if you have resources to build a city power plant, you surely have resources to wire it to the whole city.

Also... If you have advanced machines (atomic stryker), you can get lots of bronze easily. -
I'd just like to warn you that the automated watermills will start lagging your game out if you try to build anything that produces over 1000EU/t if you don't have a top-end computer.
For that purpose, go Safe-SpaceEfficient Wind mills. (Setup designed by me, i have two designs. One needs bigger spacing, but lower height [181], other needs less spacing, but higher height [223] and "fake" towers at sides and during construction)
