Tool box doesnt help much as it takes (some) time to switch between (mining to agriculture) tools for your needs.

It is a tool that works for anything, at the cost for more energy between each mode change (automatically drained).
While hitting Pickaxe\Shovel blocks it will transform into a Drill and drain [1] EU to change shape. [2]
While hitting Wooden blocks\leaves and rightclicking a sheep it will transform into a chainsaw and drain [1] EU to change shape [3]
While hitting entities and blocks that breaks faster with sword (except leaves) it will transform into a sword and drain [1] EU to change shape [4]
Rightclicking any machine will make it transform into a wrench and drain [1] EU to change shape. [5]
Rightclicking dirt/grass will make it transform into a hoe and drain [1] EU to change shape [6]
Rightclicking a Rubber wood will make it transform into a treetap and drain [1] EU to change shape. [7]
Rightclicking a cable will make it transform into a Eu-reader and drain [1] EU to change shape (optional)
Metamorphical tool will drain energy from lappack or lapotron crystal [at half efficiency] in HOTBAR.
[1]: 1000 or more.
[2]: Eu drained per block can be the same (or more) than diamond drill.
[3] Eu drained per block can be the same (or more) than chainsaw.
[4] Nano saber drains X energy per Y time, Sword would drain X energy per attack.
[5] Eu drained per wrench use is the same as Lossless wrench mode and it will have 100% chance success.
[6] Eu drained per use is the same (or higher) than electric wrench.[7] Eu drained per use is the same (or higher) than electric treetap.

[Forestry, Power Converters] , was too lazy to make my own.
They would be made of Iridium plates, each one requiring 28.000.00 EU [4 Iridium ores] + 4 adv alloy + diamond to make... I think infinite is ok.
Make Iridium Tools the same strength and speed as Iron (Thus no obsidian), but last forever and you have semi-balance.
It would also balance with the Mining Laser+AMGIRIDIAMDAGGER combo, if Al makes it Iron strength.
To make something last forever, you have to give something up- Strength and Speed. Faster then a Mining Drill is just too OP.
Obviously, the metals would be too dense for enchants- Some magic mumbo-jumbo that IC2 Technicians don't care about.
On that note- EU Limiter Cable (or, a block just called 'EU Manager') is a nice idea. Maybe have it manage both packet sizes (thus, if made expensive enough, can work as any kind of transformer, even EV->LV, or LV->EV), and manage the amount of EU allowed through it.
Work as any kind of transformer is great. it would allow ALL EU/t go through but transformed into packages of determined voltage.
For example there are 10 mfsu sending energy to overclocked machinery and you want LV voltage to go through cable on other side.
So all 10 packets of 512 from MFSUs gets transformed into 160 32 EU packets and sent to the other side.
This would be good to link tons of low voltage generators (Solar/wind) and upconvert ALL energy into HV or EV packets [Or even a new Voltage?]
And make a big link of them Without limiting Eu/t flow (as normal transformers does) [LV limits to 128, MV limits to 512 and HV to 2048]
I Want a Non-electric, permanent tool for IC² , strength of Diamond tools, and not (maybe) enchantable. [This would make enchanters happy :D]
Well , i think we need an item that restore health , and since it's a futuristic mod , i think medical thingy are the best way to restore it.

Iridium tools are slower than electrical ones, they are perfect for players who are afraid of playing with 3/4 of qsuit (lava, 4 creepers, lazors and lots of enemies can kill you easily)

Sometimes i want to do stuff completely protected and i am not able to.
Without FULL qsuit it is possible to die (3 creepers in a row does it)

it is Forge compatible, not that it requires forge.
Second it has a different mod requirement. Actually Forge probably does not provide inventory/more slots hook.
Not sure if Iridiumtools, like you suggested them, are denied.
That Idea with the EU-Limitercable came from the Ceramicthread or?Indestructible but slower Iridiumtools, if there is not really an industrial need for them (We have all E-Tools and Lappacks), then most likely a nope.
The EU-Limiter is a good Idea even if i'm not sure who got it first.

Indestructible iridium tools are for the Full quantum armor people (kinda 90% people wears Quantum + lappack)
Maybe we could add a new Alchemy system! I mean that, with bacteria, we could make potion with the same effect as the potion of Vanilla and maybe a few more but, of course, easier (I don't say cheaper). I suggest that because, with the basic potion system, people don't use potion because of the time it take do do and because of some ingredient really annoying to find (Nether warts, Spider Eyes, Gunpowder ...)

I think it could be like that: There's something extremly long and expensive at the begining, but when you've a type of culture of bacteria, you can get a lot of potion (depending of this type) for a very few things.
(Maybe EU for the machine that makes the bacteria multiply, EU again for the recipes because of the need of an extractor [The basic one of IC²], water and ... what do you want, I don't know what could be needed for a culture of bacteria)So, potion and biofuel, what do you think about it ? (with better biofuel, maybe if biofuel wouldn't need cells to works in generator/canning machine)

the "ability to fly" is probably the least serious part of my suggestion (the key to how it is done in the hitchhikers guide is you have to throw yourself at the ground and miss)as for comfy chairs how about a multi-tiered approach, a normal comfy chair that doesn't take eu but spends exp inefficiently and can only grant mundane skills like "drill care II", or "kung-fu I", and then a high level "teleport rna chemicals into my brain" machine that takes eu is efficient with exp and grants access to better and unique skills.
and finally as for coding here is how it could be done if directly "enchanting" steve is not possible or practical.
1. give Steve a new armor slot
2. give Steve an drop proof "brain" item that is always equipped in that slot
1: New armor slot is impossible without modifying basefiles (look the aether mod for example)
2: Same as above
"Upgrading" Steve is almost the same as Nanotech stuff (Nanotech Laboratory)

Iridium tools block breaking are slower than Diamond drill but slightly faster than Mining Drill.
Recipes are the same as vanilla tools except for changing stick to advanced alloy (or diamond)
Sword Damage is slighly higher than diamond sword
Same for other tools damage
EU-Limiter cable
Glass fiber cable + adv alloy + adv circuit.
This cable Limits Eu/t flow by a value determined by player (From 0 to 100000) [Gui with buttons Add 1 ,100, 1000 ,10000 and -1, -100, -1000, -10000]
And limits energy packets. (LV/MV/HV/EV)
If Eu sent by Output block is higher than limit, MFSU outputting 512 and cable limiting up to 400 only 400 will flow through, other 112 will go other way or go back to mfsu.
This is useful to limit energy sent to machines or mass fabricator.
If a Output block sends EU packet higher than limited (MFSU sending HV and cable limiting up to LV for example) it will act as splitter cable and NO energy will flow.
(in this example you can connect batbox and MFSU to the same E.net cable and only batbox will be drained AND avoids Lower tier cables on other side from melting)
