Use scraps. 32(.5ish? basically 33) scraps per UU Matter reduces the cost of it down to 166,666.66 EU per Matter.
1.5 million EU per Diamond, using scraps, is nothing.

An advanced water gen might be interesting. But should be modular, like multiple blocks next to each other.
Personally I think he should hit Recyclers first, then the Canning Machines, before generators. Get all the Machines first, then the Generators.

I will conceded that point. In fact I would be perfectly happy with nothing changing at all except the name, but it requiring fiber cables too would be good, fixes balance.

Not sure if having it require two Glass Fibre would be nice, either- Kind of expensive. Dunno how the recipe could look with it using one Glass Fibre.
Edit: Couldn't you just use a HV transformer, then a regular 'splitter' cable, then? (Al tends to avoid adding items that have only one use, from what I've seen.)
Making it use Glass Firbe would balance it out.
But I don't see why anyone would need one for each type of cable- As the only reason I can see a need for it is to prevent EU's going to MFSU's powering a teleporter, or EU's going to a Mass Fabricator.
I don't know of any lower tech that would require a lower splitter cable.

I still think BC and RP are by now too complex to be defined as "support" mods and using them together with IC2 as i have to provide different sources of power and characteristic blocks for each mod means a great use of resources that in single palyer is mostly impossible even with the tons of crossover mods. Anyways as I didn't noticed you too were part of the IC2 dev team still waiting for a response thanks for the talk FenixR.
Use the Ender Chest mod, then. All it adds is a new chest. Nothing else.
Also, IC2 isn't about transporting items. It's about Industrializing everything else. RP2 and BC are the main mods used for item transport, liquid transport, and sorting items.
Why add more pipes for IC2, when they can add new features that no other mod has already? (And RP2/BC are only 'complex' if you use everything the mod has- Not if you only use them to transport items (and/or liquids).)
