but it makes just about any other method of power generation more cost-effective. I can see this change being placed into the hard-mode recipe list, but in the default mode, I do not see it as fair. I beg of you, please, if nothing else, allow us to reassign the old recipe in the configuration, because as-is, I'll be finding other ways to make power on my server.
So, basically, you're complaining because you have to use normal ways of generating EUs ... ? 
The mod should recognize whether gregtech is installed and then replace that uber-expensive thingy with silicon plates for instance.
OR, you could disable the thing you want in GregTech config ?

The theme is a water backpack with an spray tool, like the cf backpack/sprayer.
I think they know. And I also think they actually don't care ^^.
I think a water pack could be cool, if used with CF-sprayer, to turns lava into obsidian and deal with fire, or also to hydrate your plants with IC² Cross-breeding. But crop-matron already does that. What about a pack, that would contain not only water, but also lava/acid (Liquid Weed Ex + tool to instant destroy leaves with a good AOE) or anything else if you find it useful.
Also advanced diamond drills are faster than osmium drills and advanced diamond drills are alot faster

... These are ADDONS, and you're free not to use these addons, if you don't wanna play the hard way ...
Moreover, even if IC² isn't updated anymore (it is, but ... at a very slow rate), you can consider IC² addons as update of it. There are tons of IC² addons, more than BC/TC3/UE have.

OR, somthing I suggested once: a tool using water + some chemical components/dust to mine even faster than any drill ^^. It would also provide some byproducts, but would need water cells/energy (both). WHy is it relevant ? Because if you really don't want to lose cells with it, you could use a Water Backpack, but you'd need energy ^^.

He could, but Citizens aren't supposed to attack before being attacked. That's the PvP side which is free to attack anyone, at any time. And beware, Potatoes are more dangerous than they seem ... think to GladOS, which got her company back, just being a Potato ...

I'd suggested something like a limited cooldown by water, and as Greg said, making the reactor explode if Steam isn't used.
Maybe a better idea would be to make water turned into steam cooling down Coolant Cells, so that would buff these one and be more realistic as nowadays, Nuclear Reactor uses 2 Water Circuit, one directly in the core, which is also used to contains radiation, and the other one, heated by the first, to generate energy.
Something like a 6 Heat (what Coolants cells can currently absorb per tick I believe), and maybe increasing the amount of Heat/t they cool with and without external water ?
In fact, you can join both RP side or PvP side. So you can just decide being "citizen" or outlaw. Assuming outlaws are free to attack citizen, the point is the first that'll do that will just see every non PvP-side player allying against him ^^.

- Alter the recipe from cooling cells. Instead of making them craftable with water cells and tin, make them be craftable with canning machine (snow/ice into cells) or compressor (water cells -> cooling cells). Upgrade to 30k and 60k could work with crafting though.
Sounds good, especially considering the fact canning machine is ... kind of useless for now ^^. Also, as you mentionned it above, I also agree coolants cells should be way, way buffed. For now they're just sorts of UP Gold Vents ...

Yup. That's something that can be done, with reducing every Output from greengens in the config ^^. And GregTech help.
Add "reactor" (maybe "Reactor Component") into the description of all components, so you can find all of them with one word in the NEI.
Why not. That sounds feasible, and useful.
In a more general way, buffing Nuclear Reactor has been oversuggested already, but I still agree with you. However, an easier way to do so, is to use GregTech, reduce Greengens output and to disable any CompactSolar/Advanced Solar Pannel ^^.
Would implant mean "not an armor, but a player modification" ? In that case, that would also mean dying = losing that stuff, FOREVER (a really long time!)
