The anchor cart works fine to my knowledge. The position of the cart is given and rounded.
Also if they are not transported with Frames, then you could push them with a Piston or with a Powertrack right behind it.

Just discovered that server and client contain 105th version of the forge. Khm... so what cause that problem?
Are you using bukkit? If so, then its not our Problem.
Otherwise try Forge 100, i know for sure that this Bug is not there.

I don't think world anchors work with frames, since their location is stored statically, just like teleport tethers.
Teleport tethers are working with Frames (see Direwolf20)

I could probably code the Storage blocks to create an electrically charged explosion if you dismantle them with energy inside, but I doubt that's what you want, either :3
