this sounds like a great idea, and for balance but still fun, no damage makes sense, but having some sort of chance to light your target on fire seems plausible.
standing near a torch doesn't set you on fire so neither should a torchgun. netherrackguns on the other hand would be more than adequate for the aspiring pyro especially since mojang is taking away wood slabs fire proofness in 1.3

On upgrades - it would be useless to add a GUI to the magnetizer for only one slot, rightclicking (just like jukeboxes) would do the job, wouldn't it?
how do you get the upgrades out? wrench?

Why not a hand pump like in the Rocket Science addon? Sucks sand and gravel into your inventory and water and lava into cells on your inventory. I could even hook it up to the BuildCraft liquid dictionary so you could fill your Forestry capsules with water.
In other words, a hand pump is in the todo list, as a replacement for rightclicking cells.
so basically an electric super shovel?

For those servers where the nether is disabled (because apparently, all that lava is OP) and you want netherwart (for no real reason, since apparently potions are also OP)
you would also need a uum for blaze rods to make a brewing stand. don't scrapboxes drop soulsand?

first fishing is actually one of the fastest and sustainable ways to get food in minecraft you'd have to bone meal wheat to get food from a cold start any faster
second all automatic fishing machines basically turn into massfabs that only make fish
as for farming instead of mutant plants how about a koi pond?

Better option would be to allow for the 'remelting' of Obsidian into Lava source blocks, and simply reharvest them to avoid 'transport cost' with Tin...

the eu meter doesn't play well with green gens because of how tiny the packets they send are. just go to the wiki and look up the math to determine how much you should be getting out of your water tower

Well, you can still by-pass this aspect by using Buildcraft + Teleporter pipes + Transformers in which you can convert EU's to MJ's and then 'teleport' the BC power to a new point in which to receive it. Yeah, it requires another mod and add-on's but is still doable...
I still disagree with the argument over the default value.. Just use your config. file or find a new server ffs...
indeed so much more is possible when extra mods and addons are thrown in for example you can rig up any generator to out perform wind and solar farms
fuel generator: cobble gen fueled scrap factory with redpower2
geo generator: buildcraft pumps in the nether
nuclear reactor: casucs with redpower2 or build craft
watermill: bucket power with redpower2
thaumic generator: crop farming/harvesting seals work on ic2 crops so how much vis are nether warts worth?
for more possibilities just tag "with EE" on the end of all of these
