Or, simply have some high-tech cooling block and place it in the normal 3*3*3 cooling cube for more cooling than water...

If you put your source blocks a few blocks above your reactor, so that they basically 'rain' onto it -- the reactor will evaporate the 'moving' water blocks, but the source water blocks will remain intact.
Actually the boiling-, melting- and exploding-points are variable, depending on number of chambers and reactor plating. So with a few chambers you can sefely pass 10k heat
Generally you shouldn't use any reactor platings in a non-breeder reactor, cos the goal is to maximize the cooling.

Cost is relative. HV is still hellalot cheaper, but if you HAVE loads of diamond to spend it doesn't matter. It's just that in most cases you WON'T have a diamond surplus

You cool BC engines? I always let the redstone one run constantly, cos it gets stuck just before highest heat and goes as fast as an oil engine

Depends. If you go for cost efficiency, this is beast. If you want uran efficiency, you might as well go for square setups.
AFAIK the long range mode is intended as combat mode ... Not saying it's working out though
