Since the solar panel produces exactly 1 eu/t. You can attach many to a machine and have it run, add solar panels until the machine can run continuously.
For the ticks/op you can run the machine disconnected but with energy inside, and see what the difference in energy is at the end.
For basic machines i've seen that it's usually half of their energy capacity per operation
Then you divide eu/op / eu/t to get ticks/op.

I downloaded the reactor planner from the wiki after some time (I did have it before but had a problem so I lost it)
But now i see that there are some coaxium and cesium fuel rods that show up, I thought it'd be because the gregtech option was on but it's not.
It shows up on every minecraft version
Is this a new thing I wasn't aware of?

But they can still develop the mod without jenkins

I know that every once in a while jenkins goes down but it usually comes back a few days later and now it has been over a month since it stopped working.
