Not sure if it is a bug or just my setup.
The quantum leggings make you run all the time, pressing ctrl does nothing. Can anyone duplicate this to make sure it isn't just me?
Also, while the helmet and boots (quantum) are drained of energy, the leggings currently do not drain.
Am using 1.108.57 of IC2
Forge 6.0.1.339
a few other mods, most likely not significant for this bug.change your config and it will be ctrl look in the config for the leggins

They do, but still don't have a recipe. I did fix them though.

i havent used the cables in 1.4 yet i was spawning fences to make a fence around my house in my test world

iron fence and mining pipe look like blocks but have the correct hit box its only visual but just letting you know
