IC2 Experimental, 20.316 Thermal Centrifuge does not continuously work

I'm currently playing on a server that uses Direwolf20 1.6.4 1.0.12. This modpack contains IC2 version 20.316-experimental.

The issue I'm having is the Thermal Centrifuge only works once, and then I have to wait for it to cool down until I can use it again.

I put a stack of purified crushed uranium into the Thermal Centrifuge. I apply power and it heats up to 3000 and then after a minute it puts out 5 uranium and 2 tiny pile of uranium. After this I have to remove power from the Thermal Centrifuge and wait for it to reach 0 heat, and then reapply power. If I just leave the power on, it will consume power and stay at 3000 heat but it will not continue to process the stack of uranium. The little red bar below the input slot does only moves while processing the first piece of uranium, and does not move until I remove power and let it cool down and reapply power.

Is this normal or a bug? If it's a bug has this been fixed in any later releases?

I had it working for a little bit and then it just stopped working again. The yellow bar in the middle went up and I was able to process some ores. I just tried a 3rd time and it won't start to process until I let the heat go down from 3000 to 0, or reseat the machine.
