Made a Full pt_BR localization for the 613 build of IC2 experimental

I based it on some of the pt_PT but finalized a lot of missing ones.

I've updated the Brazilian Portuguese translation to build 2.6.142, Minecraft 1.10.2. Could you include it in the next build?

It's been over seven months since I've sent the update to the translation. Is it going to be added to the mod soon?

Well... I've made a newer version of this translation:
I have used the IC2-2.8.16-ex112 to make it. (MC-1.12.2)
Is here that I need to place it?
Will the language file be updated on the next release?

I have done a lot of testing and have done some fixes.
Should be evething fine now.
Here is the latest version, with the actualized things: Industrial Craft pt_br.rar
(Icluding the translation of abreviations, like MFE, MFSU, etc. I translated everything, but in a way that make sense.)
