I was wondering about 2 things. First what are painters for and also I can't seem to place nuclear reaction chambers. Is there a special block you have to place it on?

Dont think so.
Painters are used to colorcode Insulated cables (Copper/Gold (perhaps even HVcavle)). I dont think its posible to color Classfiber Cables.
Also painters can be used to color construction foam.

EDIT:
And for the Reactor chambers. U can connect them by holding SHIFT-key and then placing them on reactor core. OR use other blocks (ie: dirt)beside the reactor core and place the chamber on that block.

Nuclear chambers are for the nuclear reactor, thus you can only attach them to a nuclear reactor block.
Painters are used to paint CF walls, as well as cables.
Glass fibre can be painted, along with all insulated cables.
