it's not available on the download page, and the wiki hasn't been updated with so much as a barrel recipe.

I'm using NEI for 1.2.3, and many people said it's not up to 1.2.4 so i thought may the standardrecipebook will work. Also i said "try the Recipebook" not "It will definetly work with IC²" so i'm per definition not failed.
Edit: watch Direwolfs new Modspotlight for IC² that will help a lot in understanding the new Boozesystem.
