I run a public server and found that explosive mode on the laser can buypass bukkit plugins, is there a way to fix this or disable explosive mode?

Just wanted to ask, is it possible on other servers, standart, because scatter makes A LOT OF LAGS! it is cool to find diamonds and for PVP, but it makes tons of lags
or just somehow make it not so lagy

This would be very useful, as mentioned already scatter mode is even able to lag out my single player.
