I'm on a SMP server, so no access to error logs and whatnot, but I found that by unequipping my electric jetpack it would immediately recharge to full.
I have the same problem. It also occurs when I log back into the server, not just when I remove and re-equip the jetpack. Probably forgot to put in the inventory saving code.
