I used my cutter till there was one use left, at that point the bar turned green again. Next time I used it, the cutter was destroyed.

Hmmm... that's interesting.
Shouldn't be happening, i'm just using Minecrafts Vanilla Tool Code for the cutter functionality

That actually applies to Rubber Boots as well. When I had 2 uses left, the bar was black. After 1 more fall, the bar filled up completely, and after a 3rd fall, the boots broke.
