1. AESU with lower capacity and cheaper 
2. Energystorage With Adjustable Capacity [ACES = Adjustable Capacity Energy Storage]. (can be used as timer or other things
3. From 1. A Box to limit the EU/t but witout Capatiy.

The AESU is a GregTech device, so your suggestion seems kind of irrelevant. Btw, all what you need is already covered by addons, and most of suggestion regarding energy storage are denied/ignored on this Forum.
