Its a good suggestion to make a Nuclear Firebox, which works like a Nuclearreactor with a Boiler Ontop. Problem is, that there is no Firebox-API, so CovertJaguar and Richard should talk about that compatiblity.

More of a railcraft thing, but i can certainly imagine a steam boiler with a fission based firebox instead of making regular reactors spew steam. It even works with the math- say you craft a max sized boiler, each firebox (fissionbox?) would need to be crafted out of exactly one reactor chamber in order to have the same inventory as a 6-chambered reactor. Works even on principle: a boiler needs a constant source of heat, and the firebox needs to exert as much heat as possible for a long time without melting itself down!

Not a bad idea, per se. I can agree with the Reactor Containment paneling or implement a new reactor component that does the same thing in a sense. However the steam should spill out into BC waterproof pipes automatically, considering the gaseous nature of steam in the first place (I'm well aware it's registered in the Forge 'liquid' directory, leave me alone...). I do like the idea of the steam acting as a minimally-efficient cooling agent though (perhaps half as efficient as a standard 10k cooling cell?).
The "believability" factor? Yeah... I'm going to hate myself for this, but: this is Minecraft, realism and physics are shoved out of the spotlight.

In the Vanilla IC2, the sounds don't work. However I believe that one of the people here have formed a fix for the sounds. I believe it's in the Addons section, though I can't remember if it's in the "Official" addons or the "Pending" addons.

Unless you have Railcraft installed, then I believe you can use the Steel from RC's Blast Furnace.
Not that I'm aware of. I've tried it in the past with the bronze tools (I use Metallurgy) and I end up screwing with the Iron Shovel and/or similar problem you had to crafting the damn shovel.

Basically just add the rubber boots to the blacklist (I don't know if you have to create the file or the mod creates it) and the item's recipe will be gone.
As DZCreeper said, the bronze tools are enchantable like vanilla tools, also the mentioned iridium tools are to be enchantable from what I've read in the past.
The electrical tools, however, are NOT enchantable through use of a 'IsEnchantable' hook within Forge. Technically, it is possible to use a program that can edit NBT-tags of the item to force enchantments.
The addon GregTech does have a tool that when crafted automatically has Silk Touch III, but that enchantment is purely for reinforcing the tool's function. I believe it's called the "Rockcutter."

Granted. But that way's a bit of a roundabout method requiring two blocks to be used. Most people want it all in one, which is something I can't understand as each player has an essentially "infinite" world to play with, but I guess it's the achievement of a compact setup that attracts people to it. -shrugs-

I think the main reason the mod mentioned before was "killed" is the fact that he used source code from RP2 directly.
Yeah, I think that was the main reason that that mod was killed. If he had asked Elo's permission and used reflection (I think that's what it's called), I think she'd be okay with it, however I could be wrong.
I think Elo's had the windmill idea for a long time (before FC, I believe), but she lacked the coding skill at the time to properly implement them.
