Why not just load the respective wikis .. ?
I think that's a lot of power loss going through them HV cables.
The power is going almost directly to MFS Units from the looks of things, so from there you can use glass fibre (which can take multiple 512 packets at one time) to you other storage units.

Yup, always needing tin. Don't want it too common, otherwise things would be too easy.
It's found in the lower layers, thus some deep cave exploring is your best bet (I just finished going on a tin hunt, came up with a stack plus 20). Dig deep!

Today I shifted my wind turbines to the ceiling, warranting the use of HV for the first time .. No issues for me. I'm feeding the windmills straight into my HV transformer though, nothing in the middle (minus a MFE Unit to avoid a backlog of power (which I could switch to a transformer now I think about it)).
At the top, clearly redstoned.
Reaching land, feed straight into a MFS Unit.
My only concern is your placement of the redstone torch to engage HV mode.

However the point of buildcraft shouldn't be pipes. It's way too big and heavy of a mod for just pipes. No, the thing buildcraft is about now are gear powered things
I think it was an interview where Spacetoad said that BuildCrafts intended purpose was to assist you build things, with the filler, builder, etc. Things just got a little carried away with the transport system, and is hoping to concentrate more on the building side of things in the future, I look forward to seeing what's next.
This is normal when using the wrench, there is always a small chance of not disassembling the machines correctly.

I can never figure out that a HD6870 Crossfire, 4 Ghz quadcore QX9650 machine can run Crysis 2 without breaking a sweat but not being able to run minecraft singleplayer with a good CASUC reactor in it without any stuttering.

Doesn't necessarily require mods, you can move items in and out manually should you wish.
My only suggestion would be to triple check that all the output faces are facing the right way.
Also, obsidian will do zero protection should your reactor explode; you'll want to use reinforced stone.
