I have noticed this also, unsure why, or what the cause is .. Do you suspect it's this mod?
I did a fresh .jar install etc, still happens.

Nuclear chambers are for the nuclear reactor, thus you can only attach them to a nuclear reactor block.
Painters are used to paint CF walls, as well as cables.
Glass fibre can be painted, along with all insulated cables.

As for myself, in a relatively new world, currently quarrying a large hole in which I'm going to place my reactors once it's done.

I started a new world last night, currently gathering ores (need tin, got buckets of everything else required to start). Had some difficulty finding rubber trees, after much searching, finally found one, took it down got 1 sapling, brought that home and nurtured it .. Now I've several rubber trees.
Next step will be to either go through a nearby abandoned mine for tin, or dig a hole straight down.
Think I'll go for wind power this time, I thought about popping them on top of the rubber trees for that little extra bit of height. Then, batbox, then macerator. Woo!

But .. When you break a glowstone block, you're given 4 glowstone dust .. Or am I missing something here?

As of I think r29 of Additional Pipes, the TP pipe no longer acts as a chunk loader - there's a separate block (4 iron ingots, shapeless).
This. Also, if you press F9, it'll show the chunk outlines and center, where it's ideal to place said chunk loader block. -
Sounds like you want the easy way out of a challenge.
Seems the most "annoying" item required would be redstone. Dig down, bring ladders, you'll find some redstone, not that difficult.
Tap some trees before you hunt redstone, they should have some more rubber ready for you to extract by the time you return to the surface.
Nuclear isn't all that frightening/dangerous if you use a simple mark 1 setup. Essentially risk free.

Hi Im on a mac and trying to install the mod, it gives me a folder, and when I put it in the mods folder it doesn't do squat. What am I doing wrong, and how can I fix it?
You're not meant to extract the zip, just place the zip into the mods directory, same as how you installed IndustrialCraft. -
Strange that you're having trouble with missing scrap, as I have a similar setup, minus the automatic switching on, and have no problems of vanishing scrap. If you continue to feed scrap in, does it all vanish, or is it just the first bunch that completes the 64 stack inside the machine?

This is a fantastic addition, I just tried it out for the first time, thanks for your efforts.
I've encountered a couple of things I want let you know about:
The rotary macerator, after processing 2 stacks, it doesn't do the very last one:
The centrifuge extractor doesn't seem to want to be crafted!

Those source blocks could just as easily be 5 blocks above the reactor core and never be consumed. Not saying this to pick at the design in the above picture but merely to point out that water doesn't evaporate outside a 5x5 block area around a nuclear reactor... Unless the reactor explodes, in which case cooling is no longer a problem anyways.
Of course, but that would cause my reinforced stone cap of 5 blocks thick to be up even higher, moving the source block up and back to get it out of the 5³ box solves this issue. -
The breeder setup I use (click), water evaporates at 10,450. After heating it up by tossing in 5 lava buckets (2,000 heat each), it's under, so no issues.
I do have the source block moved up and back to avoid any risk.
