First, making this kind of suggestions is useless, because this is not how it works in case of IC2.
Second, the current iteration of the mod (for 1.12.2) is finished, it is what it is, there is no need to change anything, especially machines/recipes, etc.
Third, balancing shouldn't be a moment handled by IC2 itself, this kind of stuff is balanced by each pack dev. If the pack allows you to skip machines, it's pack's problem.
Forth, IC2 has a way to change recipes for almost every machine. Player can change it easily.
Every player has its on vision on how to play Ic2. It one wants to go through full ore processing cycle, go, if not, not. -
GregTech has its ores hidden, so better to use something like `Block Helper` or `NEI's Waila`

Try:
- to update Java to the latest version;
- regenerate IC2's config file. -
Log says the opposite.
Find "Control Panel - All Control Panel Items - Programs and Features" and look for Java. There should be only one JRE (and JDK optional). If there are more than one remove it. For minecraft you need Java 8

Downgrade Java on laptop to 1.8.0 ( Java 8 ) and try again. -
That's odd. It shouldn't matter what you run on, PC ore laptop, the problem is in the modpack. Make sure that the modpacks are 100% identical. Copy the instance from PC to laptop and see what happen. And update the mods to the latest version.
EDIT: Also provide the latest log file located in <minecraft_directory> from laptop. -

The problem is that you indicated the name of Scaffold incorrectly.
It should be IC2:blockScaffold, not IC2:scaffold -
Go to <minecraft_directory>/logs.
Find the file called latest.log and post it here (or use pastebin). -
