No wonder because Ice in bottomrow IS BETTER. And the calculation is not weird, its simple. Its just iterating the Components:
Toprow from left to right, then Secondrow from left to right, ... then Bottomrow from left to right.

Make a Mystcraftportal to there.

If you want to see the stats of a Machine then install NEI (Not Enough Items) and download the IC²-Plugin.

If you then hover your Mouse above the red Lightningbolt you'll see all the stats of the Machine.

BTW if you click that Bolt then you see all the Maceration/Extraction/Compression Recipes, what is very helpfull if you wanna find all the Recipes.

From left to right and then iterating like that from top to bottom. Thats how current Nuclearreactortechnology works, so place the Ice in the Bottomrow aligned to the right to ensure maximum Breedingefficiency.

Yes.

A Reactor can have temporarily 10000000000000 Heat, if there is enough ice to cool it down before the Iteration ends, and then after the Iteration, the Reactor checks if it is too hot, and then it eventually explodes.

Your best choice could be the Microblocks of Redpower, as you can create 16 Blocks out of one Cobble with just 5 uses of the Diamondhandsaw. If you have Buildcrash installed then you can use Cobblestonepipes as Scrapsource as 8 of them are created with 3 Cobble (with one Maceration and one Smeltingprocess for the Glass). But i would prefer Slabs as they just double the amount of Scrapsources.

This is a serious issue, my Pumps are overfilling one single Geothermal Generator (of 4), producing about 500 EU per Lavablock instead of the promised 30000EU!!!

If IC² wouldnt crash when i dont have BC3 installed, i would've reinstalled Forestry (it works without BC). And with Waxcapsules you can also automate Liquidtransfer.

Relays can be used to get the Output of the Forestrymachines, and Railcraft has since its Machines are HUGE, a very good compatiblity to Redpowers Itemtransport. (what i cant say about BC)

on a side note: the worst lagging system i ever created was the logic system for my mining ship with RP2, even when all timer are idle i get enough lags for a double click bug and if i remove the right bundles it gets up to 0,2 fps lags. with that said, RP2 isn't all that lag resistant

The Doubleclick-Lag happens only when the Client lags, what means that you may have Renderingproblems with all those Microblocks inside your Framemachine. Optifine could help you in that Case. But it can also be the fact, that moving Frames are causing large Lag.

Not forgetting to mention, that you can create Water for the Nether via UUM. Also you need about a Stack of Thermopiles to get a RP-Pump running.
