If option exists it would be in the config file. If its not there, then you can't. 
I'm guessing the effect does not, but if it is already raining it probably won't stop when you remove terraformer.

Nice to see that my recycler idea was used, just wondering, will it have the same Buildcraft Pipe/ Redpower Tube integration of the regular recycler? Material to be recycled goes in the
sidetop, scrap is pumped out of thetopside?

Pretty sure they would've made them stackable if they could... its how the code works.
I've never had any problems with setting up a logistics pipe stuff for an IC2 recipe. Its an extra pipe and a chest, if you planned it problem its not that hard! Which one are you having problems with?
As a workaround I use "Namespace: User" and then "Invert Selection", seems to do the trick.

BC 3.1.6 isn't supported yet.
To put it simply if you going to use Beta mods you have to be patient and get updates when they come out... Otherwise stick to supported mods.
Can you get reprimanded for all this massive font usage? Seriously >.> IC2 1.97 Over Compatability! (Awesome Bug That They Should Never Fix!) & Forge 3.4.9.171 and Industrial Craft 2 1.97 don't work!
Also, if you need to install and ID resolver for your own installation I doubt many modders are going to trust you to keep a well maintained modpack.

Not sure why everyone always brings up the 'secret' thing. Whether they are or not doesn't matter in this situation.
The waste you have is another cost/inefficiency of using UU-matter, we're already getting an easy ride creating resources using energy matter!
Maybe its because you've used EE changing something into something else isn't too big of a deal. (Not hating, just drawing a conclusion). As you said yourself it could be like EE, well EE already does that. Just use that. I'm pretty sure everything you can make out of UU can be condensed in EE.
For those that use Tek-mods without EE, making a scarce resource suddenly appear is like divine intervention! 
Such amazing powers must come a terrible cost. Those 7 extra pieces of wood (and 200,00EU) is that cost. Also I'm sure you don't want those 7 pieces of wood now but you will probably use them later!
tl;dr There is nothing wrong with the current way it works, leave it as is.
